(09/03/2020) AVISO IMPORTANTE SOBRE AS NOVAS RESTRIÇÕES RELACIONADAS COM O NOVO CORONAVÍRUS

1. Since the Government of Japan has designated Covid-19 (the novel coronavirus) as a "Designated Infectious Disease" under the Infectious Diseases Act of Japan, foreign nationals who are deemed to be patients of Covid-19 shall be denied permission to land in Japan, pursuant to the Immigration Control and Refugee Recognition Act of Japan. As the Government of Japan has also designated Covid-19 as a “Quarantinable Infectious Diseases” under the Quarantine Act of Japan, foreign nationals who are suspected of being infected with Covid-19 can be ordered to be quarantined with no exception for valid visa holders.
2. The Government of Japan also decided that as of 7 March, 2020, for the time being, those who fall into the three categories (A to C) below are not permitted to land in Japan unless there are exceptional circumstances.
A. Foreign nationals who have travelled to the following places within the 14 days before arriving in Japan:
People’s Republic of China
Hubei Province
Zhejiang Province
Republic of Korea
Daegu City
The following parts of North Gyeongsang Province (Gyeongsangbuk-do): Cheongdo County, Gyeongsan City, Andong City, Yeongcheon City, Chilgok County, Uiseong County, Seongju County, Gunwi County
Islamic Republic of Iran
Qom Province
Tehran Province
Gilan Province
B. Foreign nationals who hold a passport issued by the Hubei or Zhejiang Province Authorities.
C. Foreign nationals aboard a passenger ship which sails for the purpose of entering a Japanese port and carries a risk of being afflicted by an outbreak of Covid-19.
3. Based on the “Criteria of Visa Issuance”, visa applications from those who fall into the categories not permitted to land in Japan will not be accepted. Visa applicants are required to fill in and submit a questionnaire on whether or not they have (or will have) travelled to the areas listed in Category A above within the 14 days before arriving in Japan.
4. Please note that even foreign nationals who hold a valid visa for Japan (whether single-, double- or multiple-entry) will not be permitted to land in Japan if they fall into the categories mentioned in 1 and 2 above.
5. Any false declaration in the questionnaire will render the applicant subject to refusal of visa issuance, following which a new visa application for the same purpose of visit will not be accepted from that applicant for a period of six months. If such a false declaration is revealed after a visa has been issued, the visa will be rendered null and void.
6. Any false declaration upon landing in Japan may render the individual subject to punitive measures including imprisonment, imposition of a fine, revoking of residential status as well as deportation from Japan.
7. As of 9 March, 2020, individuals who arrive in Japan from the People’s Republic of China (including Hong Kong and Macau, also in item 8 below) and the Republic of Korea will be requested to remain in a location designated by a quarantine station chief for 14 days from their arrival date, and not to use public transportation within Japan. Furthermore, passenger flights arriving from the People’s Republic of China and the Republic of Korea will only be permitted to land at Narita International Airport and Kansai International Airport.
8. As of 9 March, 2020, the validity of visas issued by Embassies or Consulates General of Japan in the People’s Republic of China or the Republic of Korea will be temporarily suspended (whether single-, double- or multiple-entry).
9. As of 9 March, 2020, the visa exemption arrangement for holders of the following passports will be temporarily suspended: Hong Kong SAR, British National Overseas with right of residence in Hong Kong, Macau SAR, and Republic of Korea.
